Canton Government, but a reasonable time will have
to be given for the fulfilment of this requiremont,
before active measures for ita enforcement are
undertaken.
5. I understand that the foregoing is in
accordance with your wishes, and that it also meots
with the concurrence of the Governor of Hongkong,
with whom I discussed the question during a recent
visit to the Colony. If only the Chinese will
carry out their part of the arrangement with a
modicum of efficiency and good faith, regarding
which any untue optimism would be misplaced, the
removal of one serious source of friction may
Donaibly be achieved.
